Cunliffe-Lister to acknowledge the receipt of your letter No. . 0529/34 of the 16th of March, regarding the

legislation required in connection with the establishment

of local Royal Haval Volunteer Reserve forces in the

Colonies.

2. As indicated in the earlier correspondence on

this subject, after careful consideration and consulta- tion with the Treasury Solicitor's Department, it was

considered that, having regard to the terms of the Colonial Naval Defence ct, 1931, it would be necessary to have two Ordinances, and I am therefore to request you

to inform the Lords Commissioners of the Auniralty that Sir Philip Cunliffe-Lister is unable to agree to any relaxation of the requirement of two Ordinances.
